That's more a riddle than obvious, so 3 still isn't distinguishable enough to trigger a collector instinct.

It's because they want to have ALL of them. The set of cards is finite.
Random generation aims at creating infinite variations. It can fill emptiness with stuff, but it won't be interesting without further work, and it won't trigger collector instincts.
However, i won't discuss this randomness topic any longer. Luckily i have better design ideas than just that. <:D
