You already said you wanted to use sdl2 and openAl.
Why don't you take a look at one of the numerous SDL tutorials out there?

These look nice.

And here's someone on reddit looking for SDL2 tutorials also. Lots of good responses.

Don't you think those are good places to start? Or do you need help for some environment setup?
