Where do I put the enemies ?

Where should I put the enemies in my levels? Should I make them with my level editor and later load them from a file? Should I hardcode them into the code? Thanks in advance The road to success is always under construction

Can you use AI to work out how the player is playing and then rely on that on when to bring in the harder enemies?
